We're evaluating AI Agent Studio for HCM and would appreciate some clarification regarding licensing and what Oracle considers a "custom" agent.

We copied a seeded Benefits HCM agent (for example, a Benefits-related delivered agent) and made the following change:

  • Added our own company documents to the existing lookup_benefits_policies document tool.
  • No new tools were added.
  • No external services, APIs, MCP servers, or third-party integrations were configured.
  • The agent continues to use Oracle-delivered functionality and Oracle-hosted models.

Can someone please provide guidance on the following:

  1. Which HCM AI agents can be deployed and used without incurring any additional licensing costs beyond our existing Fusion HCM subscription?
