PER_EXTRACT_UTILITY performance in reporting

Summary:

Hi experts, quick question, is PER_EXTRACT_UTILITY faster than querying the actual table in BIP? e.g. we can use get_decoded_lookup to get the Meaning of the lookup code and lookup type but I wonder if it's better than doing an outer join of the lookups table.
