TEXT Attachments 26C

Summary:

Prior to 26C update, POs that contained TEXT attachments could have internal change orders. NOW, after the 26C update was pushed, any PO that existed prior to the 26C update that contained TEXT attachments, when I create a change order, and the only change I make is type TEST in the change order description field and click SAVE, the change order type immediately switched to EXTERNAL. For existing POs that contained NO attachments or only FILE attachments, when I start a change order and type TEST in the change order description field and click SAVE, the change order stays INTERNAL.
