Always Free A1 instance disabled — Request temporary re-enable to downsize to 2 OCPU / 12 GB

Hello Oracle Support Team,

My Always Free Ampere A1 instance was automatically disabled following the new resource limit enforcement. Because it is disabled, the Console UI is throwing an error and completely blocking me from making any changes to its shape.

I want to immediately downsize the instance to 2 OCPUs and 12 GB RAM to comply with the new Always Free Terms of Service. Could an administrator please temporarily re-enable action requests on my instance so I can perform the resize?
