Always Free A1 instance disabled and cannot be started – request to re-enable

Hello Oracle Team,

I need assistance with an existing Oracle Cloud Always Free Ampere A1 instance that appears to be administratively disabled.

Instance details:

Instance name: maq1
Region: sa-saopaulo-1 (São Paulo, Brazil)
Shape: VM.Standard.A1.Flex
OCPUs: 2
Memory: 12 GB
Operating system: Ubuntu 18.04 AArch64
Current console state: Stopped

My instance is currently configured with 2 OCPUs and 12 GB of memory.

I previously had two Ampere A1 instances:

maq1 – 2 OCPUs / 12 GB
maq2 – 2 OCPUs / 12 GB

The second instance (maq2) is now terminated.

The maq1 instance still exists and appears in the OCI Console, but when I try to start it, I receive the following error:
