unable to reverse transaction for work order for the end product before shipping

Summary:

unable to reverse transaction for work order for the end product before shipping.

say we have component item we over completed it and wanted to reverse it, we were able to reverse the over completed quantity for component item

where as for the finished item that we are about to sell , we were not allowed to do that until we complete the shipping.

Its quite difficult from users side could you please confirm its a standard functionality or needs to do any other configuration
