Reports Errors - Member Specification Intermittently Not Working in Prod

We are desperate to determine the cause for this issue. Any suggestions welcome.

We have this member specification on the scenario dimension on many reports: "Descendants of Forecasts" (some reports are "Children of Forecasts".. same result since the Forecasts parent simply has 12 level-0 children below it). These reports have worked fine for 3+ years; ever since we switched from FR to Reports in Planning.

Starting late last week, some users began intermittently getting an error when running reports, "The report cannot be run because no valid members are available for the POV dimension Scenario".

This happens in Web and Smart View.
