Global and Local Learning Specialist not able to see correct data in Learning History BI Report

Summary:
We are currently implementing the Learning Module, which involves distinct HR roles with different levels of access:
1. Global Learning Specialist: Has View All access across the organization.
2. Local Learning Specialist: Has country-specific Area of Responsibility (AOR) access.
We have Developed an Learning History BI Report. In that report the Global HR is only able to see their Own Data and the Local HR is not getting any data in the results. Additionally, the report has been secured by Person Secured List.
