Connectivity to oracle

Hi Team,

We are connecting from Postgresql to Oracle database with connection details provided by oracle team. Target oracle DB is multitenant with single CDB and single PDB. Its more of a Oracle EBS Database. Version 19.28

We are facing below error. Any idea?
