Unable to Validate National Identifier When No National Identifier Row Is Added

Summary:

We have a requirement to make the National Identifier mandatory during the Redwood Add a Contingent Worker process.

The user should not be able to proceed to the next step or submit the transaction unless at least one National Identifier has been provided.

The validation must work even when the user does not click the + National Identifiers icon.
