Payroll Relationship is not getting created for some Non Worker

Summary:

We have few Non Workers for Germany LDG, for which payroll relationship is not created, but there are some same worker type i.e. Non Worker for Germany only which have it payroll relationship created? what could be the reason ? and how to fix this?
