Unable to access Volunteering quick actions

While trying to access any quick action (Projects, Campaigns, Settings, Newsletters, Organizations) under My Client Groups → Volunteering, we are getting error "Permission is required to view this content". I have assigned "Corporate Social Responsibility Manager" role but it didn't work. Then I created a custom role with below privileges and the issue still exists.

HHR_MANAGE_VOLUNTEERING_PRIV
HHR_REST_SERVICE_ACCESS_VOLUNTEERING_LOVS_PRIV
HHR_MANAGE_VOLUNTEERING_CONFIG_PRIV

We are currently in 26C and it is Redwood enabled. Please let me know how to resolve this issue.
