Did Exec Admin Delegation change with the 26C upgrade

Summary:

Our Exec Admins who have delegation access can no longer schedule check-ins on behalf of our execs. When they log in, as themselves, and go to My Team . Team Activity Center > change to "Delegated by (exec name) > click the 3 ellipses beside the employee > select Add Check-In Document
Review Period = current review period
Template = Performance Check-In

the EA Delegate receives the following error message: You can't update the check-in document. Only a worker and manager who are participating in the check-in document can update it. (HRA-960436)

Also, the EA Delegate can no longer add Progress Notes on behalf of the Exec
