OCI WAF Billing Clarification - WAF Policies vs WAF Instances 2

Hi Team,
I am trying to understand OCI WAF billing.
We have deployed two Web Application Firewall (WAF) policies in OCI:

  1. Production WAF Policy
  2. UAT WAF Policy
    Both policies are attached to 2 OCI Load Balancers.
    In the billing report, I see the following charge:

WAF - Web Application Firewalls Count
Metric : Instance Per Month
Quantity : 2.00
Cost : ₹416.75

I am a little confused by the term "Instance".
We have not provisioned any separate Edge Firewall, Network Firewall, or other firewall instances. We only created two WAF policies and associated them with our load balancers.

  1. Does OCI billing treat each WAF Policy as a WAF Instance?
