Always Free A1.Flex instance disabled - although it was resized - request to re-enable

I'm unable to start my A1 instance - “Instance ocid1.instance.oc1.ap-mumbai-1.anrg6ljrr6zmfuicykklwhsbpqs2lr4lpdax7kr3y5gulfao7q46oeb7pxva is disabled and will not accept any action requests. Please contact customer support to reenable.”
