All Actions Disabled on Contract Fulfillment – Active Contract / Incomplete Fulfillment

Has anyone encountered a situation where all Contract Fulfillment actions are disabled, even though the contract is Active, the contract line is Active, and the fulfillment status is Incomplete?

Could there be another security privilege, role, contract type configuration, fulfillment line attribute, data condition, or known issue that causes all actions to become read-only?
