Singapore A1 recovery: disabled VM blocks Free Tier resize

Hello Oracle Cloud team,

I have an existing Always Free VM.Standard.A1.Flex instance in ap-singapore-1. It is shown as Stopped, but it is administratively disabled.

Its current configuration is 4 OCPUs, 24 GB RAM, and a 47 GB boot volume. The boot volume is still AVAILABLE and contains data I need to preserve.

I want to comply with the current Always Free limit by resizing this same instance to 2 OCPUs and 12 GB RAM.

However, both Start and Edit fail with this message: “Instance is disabled and will not accept any action requests. Please contact customer support to reenable.”

This creates a deadlock. I cannot resize the instance because it is disabled. The disabled instance still consumes 4 OCPUs and 24 GB against the new 2 OCPU and 12 GB limit, so I cannot create a compliant replacement A1 instance. As a Free Tier customer I cannot open a technical service request. Cloud Support Chat confirmed that a technical engineer is required but could not route the request.
