Licensing clarification for an HCM AI Agent using an External REST Tool

We need clarification regarding the licensing requirements for an AI Agent developed in Oracle Fusion HCM AI Agent Studio.

The use case is the following:

• The agent was created in AI Agent Studio within Oracle Fusion HCM.
• Its purpose is to answer user questions using information stored in Oracle Fusion HCM.
• The agent uses an External REST Tool.
• The REST tool calls a published and authorized Oracle Fusion HCM REST API.
• The tool performs read-only queries; it does not create, update, approve or delete HCM transactions.
• The agent receives the REST API response and generates a conversational answer for the user.
