Not able to create Trading Partner Item Relationship from the trading partner item screen

Summary:

Based on the documentation provided, there should be an option to create the Trading Partner Item Relationship directly from the existing trading partner item, however there is no create icon appearing on the page. I have the Product Data Steward role assigned with data access. I can create a Trading Partner Item Relationship from the item itself but not from the trading partner.
