IPM is not available for Power Users?

Summary:

We have enabled the IPM in Planning application and provided IPM - Manage access to Power User in planning. (This done via Tools→Access Control), but still this user is not able to see the IPM tab available when he login on planning environment.

Is this means IPM tab is available only to Administrators ? Am I missing anything ?

P.S. I am on latest - 26.09.58
