Payment Execution tab inquiry only

Summary:

We are exploring the Payments agent and are determining use cases for the business users. We notice that with the Payment Execution tab we are able to prompt on payments and allows drill through to the webforms and allows us to submit and create payments. This is great for our Treasury users

We are looking to give the role to non treasury users to inquiry/prompt on payments so when it drills to the webforms so that they a view the payments and all the invoice details, and not be able to submit/create payments

Is there a way to modify the role to allow this?
