Deleting prior week timecard lines

Summary:

We allow employees to adjust prior week's timecards. When employee only delete lines, Oracle doesn't send that timecard for approval. We opened a SR and Oracle said this is intended functionality due to technical limitation. We are open to not allow deletion to submitted and approved timecards. Is there a way to configure this?
