Hiring Manager should not select Recruiter – Default Recruiting Manager

Hello Experts,

When a Hiring Manager creates a Job Requisition:

1. The Hiring Manager should not be able to select or change the Recruiter.
2. The Recruiting Manager should automatically default as the Recruiter.
3. After the requisition is created/submitted, the Recruiting Manager should be able to select the actual Recruiter who will manage the requisition.

Any guidance or Oracle documentation/known solution would be appreciated.
