TIP Inventory Recording

Previously, when inventory was not available, the TIP inventory recording process failed and the transaction status was updated to TL_TIP_RECORDING_FAILED. However, post-upgrade, even when inventory is unavailable, the inventory recording process completes successfully and the status is updated to TL_TIP_RECORDING_COMPLETED_NO_RECORDING.
