ARCS Transaction screen language changes to French

Summary:

In ARCSs the transaction screen has several attributes that are changing to French. This is the second time this has happened. The first was on Thursday, Sept 10 and it lasted for about 30 min. It has happened again. It is only in our Production environment. We do not see who or how this is changing.
