Control Budget details are not appearing in Review Budgetary control Balances

We have a control budget created based on Project Budget. I am able to access budget using Manage control Budget but LOV in Review Budgetary control Balances is not showing any values. I have Budget Manager, Preparer and Analyst role with data access set to control budget and BU. I tried submitting 'Create Budgetary Control Balances Cube' but not getting any LOV there as well. Please guide if any configurations are missing.
