Dynamic skills approval path

Hi,

we are at version 26C.

We are now implementing the Dynamic Skills module and our customer asked us as below:

the employee add its-self a new skill not in the catalog (so not in the official catalogue): our customer wants this skill to be checked if correct (and if it makes sense) and to approve this skill everytime an user submit a new one.

is it possible?
