Control Submit/Approve buttons from specific OTL roles

Summary:

We have a requirement that our client wants to hide Submit, EDIT, and Approve buttons specifically from 2 role within OTL module. We tried via VBCS but it is not possible. Also checked privileges in roles but did not find any specific which controls Submit and Approve. The only option is Worker Time Entry Rules . But this applied to all of the OTL role which means no one from OTL will be able to Submit and Approve Timecards.

Is there any possibility to achieve this requirement?
