Unable to create Free ARM (Ampere A1) instance: capacity always unavailable

in Arm Compute

Hello Oracle Cloud Support Team,

I am unable to create an Always Free Ampere A1 Compute instance.

Each time I try to create a VM.Standard.A1.Flex instance, the console returns
an “Out of capacity” / capacity unavailable message. I have tried again at
different times, but the problem continues.

I would like to create an Always Free instance within the free-tier limits:

  • Shape: VM.Standard.A1.Flex
  • Configuration requested: 1 OCPU and 6 GB RAM
  • Purpose: personal learning and home-lab use
  • Region: Chile West (Valparaiso) / sa-valparaiso-1

Could you please check whether capacity is available or advise the appropriate
way to create an Always Free Ampere A1 instance in my region?
