Monthly Budgetary Control in Oracle Fusion PPM

Can Oracle Fusion PPM enforce absolute budgetary control at a monthly/period level for project cost transactions?
Business Requirement:
We maintain project budgets by period (monthly) and expenditure type. For example:
- Project: ABC Project
- Expenditure Type: Labor
- September 2026 Budget: SAR 10,000
- Budgetary Control: Absolute
The requirement is that all project cost transactions should be validated against the budget available for the specific accounting/project period.
For example, if the September 2026 budget for Labor is SAR 10,000 and SAR 9,000 has already been consumed/committed, any subsequent transaction that causes the September budget to exceed SAR 10,000 should be prevented.
