Validate RTP in business rule

In a business rule is there any way to validate RTPs without using Groovy?

So user passes in {vScenario} and {vVersion} but the business ask is to NOT allow the user to run the rule for certain combinations of values Scenario and Version - can you validate the passed in runtime prompts - in a timely fashion - so if they are good the rest of the business rule runs as normal, if bad it returns an error pretty much instantly?

So - Actual, Working / Budget, Working / Actual, Final / Forecast / Draft, Forecast / Final all good - anything else raises an error
