Set up for Cascade Discount is not working

I followed all the steps, carefully, on following document:

Create Discounts That Accumulate or Cascade

After doing all the set up required in set up, mapping services and algorithms, and creating discounts based on Running net price, the system is not calculating the discounts in cascade. Despite all the set up done, the system is still calculating the discounts in a commulative manner, even if the discount rule is based on Running net price.
