Set up for Cascade Discount is not working

I follow all the steps in the document:

Create Discounts That Accumulate or Cascade

After doing all the set ups, changes in mapping services, changes in pricing algorithms and creating discount rules based on running net price, the system is not calculating the discounts in cascade. Despite all changes, the system is calculating the discounts in commulative manner.
