Unable to select Multiple rate plans for the item on Orders created from UI

We created two price lists, each configured with a different rate plan, and assigned both to the same customer. Through the API, we can successfully pass the respective rate plan numbers. However, in the UI, the assigned price lists/rate plans are not functioning as expected, and we are unable to select the required rate plan from the UI.
1. Why does the API accept both rate plan numbers while the UI does not display or allow selection of them?
2. Is there a recommended workaround for selecting the required rate plan in the UI?
