Procurement Approval Rule Condition Values Should Preserve Sequence for Reporting

Description:
Currently, Oracle provides the function POR_APPROVAL_RULES_UTIL_PUB.get_condition_in_value to retrieve approval condition values from POR_AMX_CONDITION_INS. However, there is no sequence/order information available to reconstruct the condition values in the same order as configured in the Approval Rules UI. This makes it difficult to generate accurate and readable approval matrix reports for business and audit purposes.

Enhancement Request:
Provide a sequence/order attribute or API that returns condition values in the same order as displayed in the application.
