Shipment Line Split Behavior — OTM Planned Loads vs. WMS Ship Confirm (WMS-Enabled Inventory Org)

For a WMS-enabled inventory organization, when a single Shipment Line is sent from ERP to WMS with a total quantity of 100, and OTM subsequently plans this into 2 external planned loads (e.g., External Load 1 = 70 units, External Load 2 = 30 units), I'm looking to understand exactly where and when the shipment line split occurs.

Specific Question:
Does OTM's planning of the shipment into multiple external loads update and split the Shipment Line upfront in Oracle Fusion Shipping (ERP) at the time of planning — or does the split happen only within WMS (against the planned loads), with the corresponding Shipment Line split in Inventory/Shipping Cloud (ERP)
