Job Profile Condition Builder

We are trying to configure conditional requirements directly within a Job Profile using the Condition Builder functionality for license and certification requirements.

The Job Profile itsself contains specific License and Certifications that an employee/candidate must have. When we click into the condition builder to select the license/certification from the list of values, we are seeing every license in the list, not just the ones listed on the profile.

Is this expected behavior? I would of expected to only see the licenses/certifications that are associated with the job profile.
