Pick Wave Release Rule - Prior Reservation only Flag is not honored

Summary: We have created Pick Wave release rule with prior reservations only expectation is that using this rule only orders which are hard reserved only should be released but this is not being the cases by running Perform Create Pick Wave with "Prior reservations only" or ESS job - Schedule Pick Wave using this rule, what else needs to be checked
