In periodic average costing how to generate TP

Client is using periodic average costing

Currently the client takes several days into the new period to close prior period. Unless prior period is closed, system does not generate opening cost of the next period. For Transfer Orders to be created, it needs the opening cost in the current period. At period beginning , how can we handle shipments from production to WH and WH to stores.
