Need to restrict location access across different legal entities Under single BU

We have a requirement related to Location Sets in our Oracle Fusion setup, which consists of two Legal Entities operating under a single Business Unit. The business needs to ensure strict segregation between the two entities, so that users belonging to one Legal Entity cannot view the other entity's Purchase Orders, create Purchase Orders on its behalf, or enter cross-legal-entity charge accounting entries.

At present, the Common Location Set is used across the setup. As a result, users can see and select locations belonging to both Legal Entities while creating Purchase Orders, which exposes each entity's procurement data to the other and creates a risk of cross-entity transactions.
