Transfer Order in Draft Status – Need Alternative Approach

I needed your kind help on something — is there any alternative or way to achieve this requirement in Oracle Cloud? So far, we've tried transfer order creation via the Manage Item Quantities page, via Supply Chain Orchestration, and via Requisition, but none of these seem to fully meet the requirement. Is there anything else we might be missing that we should try?
The business requirement is to move material from one inventory organization (Org A) to another (Org B) — this can be done either by manually creating the order in ERP or via an inbound integration. In either case, the order that is created should be in, or remain in, draft status. While the order is in draft, the requester should be able to:
