Cannot Replace VAN BOM with MAS Common BOM

We have 2 inventory organizations, Master (MAS) and Child (VAN). The BOM setup in VAN is incorrect, as we did not have a common BOM in MAS. Now we want to correct it by copying from a common BOM in MAS, but since we already have open Work Orders in VAN, it is not allowing us to do so.

Even if we close all WOs in VAN, it is still not allowing it. The BOM has its reference in Work Definitions as well.How can we copy an updated BOM to VAN from a common BOM in MAS?
