SCORM 2004 Completion Status vs Success Status (Unknown) in Oracle Learning

We are testing a SCORM 2004 4th Edition package in Oracle Learning and reviewing the package behavior in SCORM Cloud.

The SCORM Cloud debug log shows:

cmi.completion_status = completed
cmi.success_status = unknown

The content never sends passed or failed, only completed, which appears consistent with a Complete/Incomplete publication out of Articulate Rise. However, when learners launch and complete the course on Oracle Learning, they do not receive a completion indicator.

This result is contrary to two other LMS/LXP platforms we attempted the content on (both mark Complete and move to history/transcript).
