Why Supply Planning Exception "Items Below Safety Stock" and few other exceptions like "Items with a shortage" have duplicate tables??

Why showing in two different tables?
also please suggest how threshold Value and Base Measure Value is calculated.

I haven't configured anything in exception configuration.

I can see 2nd table is having 80+ items, and 1st table only 14 items for same org. So not sure why difference in items between both these tables.
