Oracle Cloud HCM :custom matrix of structural data within HCM

in Human Capital Management

We need to store a custom matrix of structural data within Oracle Cloud HCM that maps combinations of skills, items, and business lines and so on .
Roughly around 10+ columns with 5000+ rows.

Key Entities: Combination mapping of Role + Competency + Item + ProductLine+ Work Definition along with related attributes.
This data will be actively consumed via API by an external application to drive work order activities within a PASE .

Is User Defined Table (UDT) the most viable and performant option within HCM for a dataset of this size and complexity?.
Could you please suggest what is the better way to store/save this data ?
