Adjusted shipment forecast – ability to have multiple entries

Summary:

Our Client has multiple valid reasons (weather, site renovation, promotion etc.) to adjust the shipment forecast. They want the product to have capability to have allow them multiple entries rather than aggregating into a single adjustment in standard adjusted shipment forecast measure.  They also want to capture notes for these adjustments and will prefer to have mass associates notes with multiple cells in single go. What is the suggested approach to address this requirement? Thanks
