Support "No Changes Made" Detection for Validation Rule on Redwood Transactions and Employment Pages

Description (Required): Oracle Redwood employment transaction pages (e.g., Change Assignment) currently allow a user to submit a transaction with zero fields changed from their original values and no comment entered. VBS's Business Rules framework (both Configure Fields and Regions and Configure Validations) does not expose a documented way to compare a field's current value against its original/pre-edit value, making it impossible to build a native "nothing has changed" validation.
