Timezone change from DST to Permanent time for America/Edmonton but there is no EBS patch for DST v46

Content (please ensure you mask any confidential information):

Created SRs with Oracle for a patch to update the record in the FND_TIMEZONE table, but they advised that a new patch won't be released since no new timezones were created. This will cause the timezone information to be out of sync. Please advise on what our options are?
