OCI Always Free Ampere A1 — Persistent Out of Host Capacity in Ashburn (AD-1, AD-2, AD-3)

Hello Oracle Cloud Team and Arm Compute Community,

I am requesting technical guidance regarding a persistent inability to provision an Always Free Ampere A1 instance in US East (Ashburn).

Despite repeated attempts over several weeks, all provisioning requests fail with "Out of host capacity", even though my tenancy's A1 service-limit dashboard shows unused OCPU and memory allocations.

1. Environment

  • Cloud service: Oracle Cloud Infrastructure (OCI)
  • Account type: Always Free
  • Region: US East (Ashburn), us-ashburn-1
  • Compute shape: VM.Standard.A1.Flex
  • Provisioning method: OCI Resource Manager (Terraform)
  • Terraform OCI provider version: 9.9.0
  • Availability Domains tested: AD-1, AD-2, and AD-3
  • Fault Domain: Not explicitly specified
