How to prevent submission of task

Summary:

Currrently we have an seeded integration task with task type Manage Approvals with execution type as End User Task. At present user is able to submit task without promoting entity. When we tried to add a rule in task, we see there is no appropriate condition that can restrict user preventing task submission without promoting entity.
